last time i checked, windows 7 had control panel. Every windows OS that i have ever used had control panel.
You haven't used linux then, it seems -

now i don't have linux anymore. had to format my previous system due to a MASSIVE virus attack. (a few days before formatting, i took my pendrive to the school for a project. When i virus scanned the computer from the school's server it found 5000 viruses. in a 2gb pendrive with a 5 mb pptx file. -
