By the time it reaches the top of Earth's atmosphere, it is moving at several km/s. Even though it slows down somewhat due to drag, the slice is still falling fast enough that it smashes through your skull, killing you.

Granted, but the only reason it is so small is because it is incredibly condensed, and it generates a small black hole that swallows the Earth.
