well the code to do something like that is very simple, i could impliment it in a javascript script, but im not quite sure how this site works. And heck yes, i agree with that totally.

they wont still read rules they just roll them through and accept rules without reading them

Make them take a random question test on the rules. Randomly select questions from the pool to place on the quiz. If they get majority right then they get verified.

This will stop them doing that.
