The thing is gimmicks won't work with this. They can't say rate me on: http://blahblahblah.com/isr/
It's just not going to work. They need an explanation with the rating. Not just +1/-1 on so and so only. -

I say YES, but with a Twist.
Peoples can't Vote if their Account is less then 7 Days Old, and they have less then 20 Posts and peoples can't Down/Up Vote more then an given amount of times per Day.
That would be Fun for some, and not for Others like loyal and experienced Users who don't get votes because they aren't Great Saves Makers or Great Groups Leaders and all the Votes would get Drained by Popular Users making random Saves that gets voted by peoples who wants to be with the 'Wave'
Some kind of Ranking for Users so that peoples know who is new and who is Experienced, +1s and -1s may not be the Best Thing.. -

What if I make it so every review approved would be a .5+ to the user? So if a non-experienced user has a few points and wants to get more, they can give useful feedback through the system. If the review is approved they gain .5 or something lower and the user they rated gets the score they gave. sort of a rewards system for giving feedback (Possible manual giving).

Well that plus the Vote Limit would be fair-ish, but even then, Total noobs voting as much as possible each day would have an higher score then an Experienced user not voting. Plus peoples would feel Forced to vote because everyone else is Voting to higher their Score, and they would probably vote something they don't think...
Maybe if it would give you like +3 each day you Log on the forums, but even then, Noobs could log in and post nothing, just to higher their score... -

The only issue I have with this is that, if implemented, even mentioning user ranking anything more than fleetingly would result in temporary bans.
Presented with a system like this, people would look for the fastest way to get up in ranks. People are taught to do so from birth. :P
