It uses mathematics to determine when a cell will reproduce, stay alive, or die. This is decided by the number of life particles of that sort are surrounding it. Wikipedia can give detail (or a trusted website).
Here is a simple example of life manipulation (to create designs that continue to live)

TPT is used to collect all sorts of different(and sometimes exciting) new types of Game-Of-Life patterns. Some of these have been used in saves for their activity rating(using heat view, you see particles that just appeared as pink and older ones towards colder) via head.
