    um im not sure, well mabey iff the mods can track every user and see howmany vote-downs they give. and if they give to many over a short period of time they give an 2h ban as a warning

    1. mods can see if the threads are horible, and lock them on time
    2. if EVERY one -1's the thread, then they say, oh it a bad thread.

    2nd quote answers the first but maybe mods could see who voted up or down. You could also choose to put in a comment saying why you voted down or up but you wouldn't have to.
