I strongly oppose this idea. If you don't want other people to use or build on your work, don't publish it.

People should not publish, without modification, complete saves made by others. However, I believe that the existing systems to deal with this work fine, and that no technological measures to attempt to prevent this should be implemented.

And remember that The Powder Toy is open source, so circumventing any client side restrictions would not be hard.
