i figured out it was the power source(hence the battery and metal that connected, and had a gap (but still fitted) to the other side.
to acctivate the powder you have to fill in the whole near the powder generator with breakable metal.
edit:
sorry there are a few problems, you have to fill in all of the wholes near the genreator with breakable metal, then near the end of the building there will be a power line going horizontal, the vertical, ul have to fix that 2 -
