microsoft c++ won't run on my laptop (windows 7), any suggestions for a programmer i can use to make my own mod?

I am using my PC laptop, and I use notepad++ for my projects. I can't compile though. (I'm working on setting it up, though)

I have notepad++, but how do I edit the code. I downloaded the source, but I don't know which one to go into (Main, Interface, air, graphics and all of the other ones. and once I do edit it, How do I bring it up as a program?

Is there some completely free way to compile (yes, Im cheap)

go to includes but it is all random shapes and null how do i acctually edit this?
