    maybe you are in china, or your isp blocks dropbox, so try proxify or anonymouse

    to clarify, it's dropbox's custom 403 error page, not my ISP's 403 error page. and I'm in the U.S.

     

    edit: I tried again today,Ican now dowload the sources("dropbox.com/s/" style links.)- I can't download from the dl-web.dropbox.com style links. but thankfully the main content is the former :)
