I know that you can use the URL way to upload photos but could it be possible to upload from your hard drive.
Maybe this may be a possible new feature for the forums?
Also if you know how it's done could you tell me?

Note: I had a quick look on the topic, no answer.

It would take more Bandwidth to the server, and you can do that with many free file hosting hosts ( Use google )
It is not really required and may help spread more viruses.

The problem is that if you do upload an image to this server, it takes up space and accessing it takes up bandwidth(which I can't believe some still cap). The file filters aren't that safe as well, meaning some viruses could be disguised as images and the server would get infiltrated.
It'd be easier to use some of the free (And unlimited!) alternatives, such as
Imgur, Eho.st(Might be broken, though it looks awesome; Is losing nodes, so beware, it's dying!), Imageshack, Photobucket, Tinypic(though it does remove quite quickly).

If you insist on using your computer's images AND you can keep your computer running 24/7 AND you possess the internet speed and bandwidth to handle being a server,
use Apache( XAMPP) or IIS and just make an images folder into your public-http, then move your images there and use <IP ADDRESS>/directory/image.jpg as the URL.
If you prefer to use a domain name, go rent one somewhere. Free ones are supplied by no-ip.com, dyndns.com and some others.
