I used to not be able to understand FAN either, but I eventually figured out I had to start the line tool on top of the FAN.    Line tool is holding shift by the way.

it uses SDL    also, copy it as a stamp (or just use ctrl+c), then when pasting press ctrl+shift+r to rotate it (or just ctrl+r)
