@yy0b: It's called FIRST LANGUAGES. When they said they don't speak English, they meant it wasn't their first language so they don't quite know how to speak it yet. It can be hard to learn languages you weren't born with, you know. Don't take things so literally because there's a pretty high chance you're going to be wrong. -
