    so now, i inserted the more or less game palette, wait for it to process it, but it just blurted out a whole load of random digits and the input light never came on!

    No,cyberdragon442. It is connected to INST, then PSCN, and PSCN is sparked by BRAY from ARAY on the decoder above. Why it doesn't work is that soild BRAYs are being made. My version works:~824438

    the array bank connected to the display isn't connected to anything. that's why it won't light.
