    Partofit- no, he wouldn't. If alcohol was made illegal tomorrow and everything was back on prohabition (at least in the US, might not work the same elsewhere) the government cannot arrest everyone who has ever drunk even a bit of alcohol, or even owned the slightest bit of it. Otherwise, they could just do that with small things just to arrest people they don't like.
