also i cant never test what the rocket does before launch almost always so we would need a facility ot test engines payload and rover

or we could do lifter-lander 2nd stage that carries half of the lunar base, crashes into the moon (its expendable) but lands the piece of the base safely

so our biggest worry is money and budget

boosters get us past the karman line and then the 1st stage takes over to get into high earth orbit, then second stage also hydrolox performs trans-lunar injection

and also the quririnus project and Manned are all for to make a colony on the moon make money out of it and stay safe of the dangers of the war
