Start construction of a launchpad with a massive water pool specifically for absorbing the immense force produced by the Collosus and other superheavy launch platforms.Once it is complete,launch a few manned orbits of 3.2 to train astronauts for the mission into interplanetary space

Add further reinforcements to both the Collosus and the launchpad systems.Research more high strength alloys and train astronauts to withstand the extreme g forces for manned liftoffs

expand everywhere, using train lines to establish colonies and move ove resources. set up a huge farming district near the captial, and land a small rtg probe on 3.2 to see the long term effects of the ambience on human tech

Also the Icarus was around the size of the Saturn V,meaning the Collosus will be more comparable to the Sea Dragon when complete
