project support is a bit unnecessary, just ban the person and we give a reason for it, for now theres not enough people for the need to create a support team

i have an idea: rules, not like art required but rules, if someone does something bad they can be banned and it requires all 3 members but after an week of inactivity it only requires 2, also add an project support, 2 non admin people will be in the project support, if banned person will need to ask about the ban they can ask project support for information, if we ban someone we need to give an reason to project support
