It isn't the best, I put low effort in the actual bunker, however the wall I did. it uses clever regenerating tactics. Plus, it doesn't cheat. >:)

    By the way, high-tmp MERC is OP, and often considered "cheats" in bunkers like this. -1.

    With the same result, you could just put two layers of INSL and a high-tmp MERC layer with something to protect the MERC on top. Mercury is the only thing that actually protects anything here (since everything else can be easily destroyed with a powerful DEUT/PROT/NEUT bomb), and the only thing that can destroy the bunker is the accidental destruction of the INSL layer by melting tungsten.
