    Even if the fuel had oxider in it it would just explode on impact.

    The fire would need a oxider like oxygen , unless the fuel has another oxider in it can't undergo combustion.

    @andres23 magnesium still requires oxygen, only thing that can burn here is solid fuel chunks

    Yes, but the oxygen would be quickly exhausted and the fire would be extinguished quite fast. The "fire" would be more like a bright flash or explosion.
