    ehh actually just make entire underground cities to be industrial or commercial or agriculture or housing instead of cities beaing split up into sectors

    make underground cities powered by geothermal hot spots and gets food from hydroponics the cities should have industrial,commercial and civilian sectors so the cities should have a surplus of resources
