    During times of peace half of the male population will be in service for a year, then the next the other half will serve, and alternate. In times of war all men will be conscripted.

    Begin construction of miltary ships with heavy firepower, and build tanks, and prepare for war. All men must be conscripted, and women must build vehicles and other equipment. Train officers for leadership, and create propaganda against sealon_musk to increase morale. Create landing craft, and create an air force. Create missiles and rockets to attach to ships and fire at the enemy.
