I begin training another 3000 troops in my territory on that continent, replicating the methods used for my elite. I also have the 7000 troops that are attacking right now push hard, and adapt to their surroundings as they go. -

War games allow your troops to actually have a degree of fun during the drills, increasing morale. Comissars have punished mines that were unsatisfactory in production, and have had the current workforce interchanged with new applicants to refresh their ambition.
