    Take P.O.Ws and provide them with basic food and water but have the men faced with one option, Either fight for our army or be killed. Have all available troops that were trained to defeat the invastion force and defend the capital.

    Train 5k highly experienced troops or so, or whatever won't have a dramatic effect to Colora, then send them on the heavy iron frame ships to help in the war.
