    Send out our 10 cargo ships loaded with resources to trade with other nations, but make sure to avoid the general areas of the orks. Have our scientists start focusing on new weapons to theoretically eliminate the orks. Research how the orks spread their spores and maybe find out how to get rid of them.

    Have 10000 troops retired to improve our economy. Have our empire begin trading and commercing with the other nations to improve our economy. Raise the taxes a bit to give our government a little more funding for the improvement of our economy. Have our troops immediatly begin shooting and shelling the undead enemy troops ONLY if they are advacning towards the northern army.
