    Start implementing pre-war protocals that can help a general decide what to do in case of a surprise invasion, and give them options to decide what to do. Start a new civil alert program, and train people how to recognise anyone acting strangely, and they should be alerted to the government officials and if anyone is caught helping that person, they will be prosecuted as well. But if you bring someone in, you can get a reward if that person is found guilty.

    Start expanding more and more, making it into a "Manifest Destiny" kinda thing, and our goal is to colonize this entire continent. Have more colonies sent to the wastelands, and have water pipes routed so that the colonists there can drink clean water. Start researching nuke-proof materials that are able to resist a blast of a nuclear bomb, or just be more resistant to air pressure due to the explosion.

    Start building more and more seaports that are designed to hold off enemy attacks for a long time, and then wait for reinforcements. Have bomber and fighter jets improved so that thousands of them can carpet bomb together basically an entire section of any empire. Start developing auto tracking unmanned AA guns that can shoot at planes accurately without any person guiding the AA guns. These guns should be protected by the military firewall.
