    Umm, I am Rome. Rome didn't surrender in the end, so neither will I. Fire artillery cannons at Umm's invasion force and send in whatever armoured division I have.

    So Alien, you have arrived at a fork in the road, I believe I have demonstrated that your ships' shields aren't inpenetrable and that they can be damaged even by relatively slow projectiles, thus your main advantage has been nullified, you either surrender unconditionally now, or your spaceships get destroyed, your nation wrecked and you wiped out.

    Alienoverlord: So, being able to destroy 200 million people, being indestructible, not causing stability loss, and having giant starships in the Information Age would make sense to aerospace engineers, astrophysicists, and quantum physicists?

    Start developing surviellience cameras that go on every street so that all criminal acts could be recorded. Have all of these cameras be routed toward one total governmental database with the best security, but also the cameras themselfs should store up to 2 weeks of video. Start sending Fiery whatever is needed, but don't send a lot. Start implementing quarantine features and prepare our empire for a pandemic if it comes to it.
