    I am considering making it so that all the factions start as basic Stone Age stuff and develop and specialise as time goes by.

    It would. I don't want to make it adhere to the typical fantasy stereotypes. I hope it will involve more that just elves, humans, dwarves, orcs ect

    RPG would be intensely difficult for me to maintain. But they could be characters from your civilisation that fulfil quests once your civilisation reaches a certain problem.
