    Establish a 10 year service for soldiers, standardize equipment. Infantry is to be issues 3 types of weaponry, recurve bows, pikes topped with flint instead of metal, and swords made of iron. Every soldier is to be promised a grant of farmland at the end of service. All soldiers will inevitably become either farmers or herders, if they wish to pursue a different career, the land grant is to be revoked and instead they are granted a moderate sum of money to start their professions.

    Build another 1000 troops and 9 ships, and begin researching better ship structure. Have the ship hull beams be layed vertically instead of horizontally, and add another mast to the ship deck to catch more wind. Expand and redesign the barracks to house more recruits.
