    Dont use wall for that AND gate, by setting the ctype of the PSTN, you can make it unable to push that element. Or just set tmp2, it sets the PSTN max extension length (should be 2 in this case).

    if you set time less then 10seconds, timer stop working!

    Due to the mechanical things going on in this contraption, there is almost no possible way to fix it, the AND gate just has a hard time detecting whether everything is zeros. Also, the minute integer freaks out quite a bit.
