He is so high on the "ranks" of this society that he could kill an innocent, still get backed up by the government and convince everyone else that it was necessary with a good enough reason. Although, he wouldn't do that because he is a rennouned protector of the island. (For more background, the backstory is somewhere down in the comments) -

Also, Kheo is someone I know well so I don't really want to give his character away.
