    I agree with TheChosenEvilOne, in order for it to be considered a neural network, it needs to be able to learn based of a system of trial by error and examples. All of which it does not have

    its not considered as a neural net as it does not use data to learn instead it seems more like a randomizer

    yeah i was thinking maybe if i saw the one that could learn and process data i could make a more compact design

    This is not the save i was talking about, but this is a very good one. ID:2148388 once again, not a neural network, it can't learn things, but definitely an adaptive network.
