    I only can make small harbors,but small harbors can't build ships,but in sailoring tech description says "Can build simple boats".

    The volcano is always active and erupt almost everyday but it's stable and doesn't dangerous to you.

    @Zombiezilla: To unlock towns you need town structures from ancient era. I recomend you to research Village Structures and build villages.
