    the northern city's main responsibility is to produce food. Any extra food is stored in warehouses in the event of a crisis. I also implement a tax program that keeps the tax rate at 15% unless in time of war when it will then be 20%

    I commision a city to the north. the city will have it's own government but not it's own military. I also start a hard training program for elite soldiers

    You guys can start programs, too. A program is anything that changes a modifier for the population category or the industry modifier.

    I nerfed quality of life A LOT, making it so that a high amount and low quality of a structure drops QOL. This encourages people to upgrade structures instead of spamming them, slowing expansion and increasing core development.
