    Lath, your university ends up costing you 5Y per turn, as tuitions cannot cover the entire cost, but it also gives you a 0.5% bonus in innovation, which may increase over time as people become more educated. Your secret program costs you a one-time fee of 20Y to set up the things.

    BTW, a profit of about 10 is normal. Right now everyone has abnormally high profits because no one's really expanded a lot and no one's trained any troops beyond the starter army.
