  no, not really, a transistor toggles power flow, so its basically on or off, like 1 and 0 in binary the problem is toggling it and letting the power through...

  there is most certainly the possiblity of intelligence, we just need to move away from RNG's (like with the gases) and move to actual transistors (which are used in the computer you are using) to make AND, NOR, OR, XOR, etc., etc gates, if we don't move away from there, the only thing we'll be doing is assigning a number From the RNG to a response, which would be useless in a robot...
