    @Long oh, and there's not really a point in expanding specific provinces. You kinda want them to be as small as possible, since there's no benefit to having them take up more land.

    @Panda It's not that you have a city built in that province, it's that you have a province built in that territory. No, you can not start making extra mines in your mountains.

    @Long uhh, I expanded you towards the ocean though, since I think that it's closer... and you can't build a city IN THE lake...

    i expand toward that lake and build another province on the shore, and upgrade food in my capital, and developement in the mountains province
