I'm getting most of the material for my warships from asteroids and Lunar regolith. I'm fine with only havin 6 ships in LEO because, IDK, maybe I need the rest to patrol the Belt? So it sounds like the Novus Republic wants water? I transmit a message showing pictures of Europa and Enceladus overlaid with the H2O molecule diagram, and also offer some of Earth's water in exchange for help heating up Earth.
