  I build another research centre and continue expanding into Africa and pushing into New Zealand, waiting for a response from 3D. With these research centres (I have the most worldwide with3 large ones :) ) I begin looking into inter planetary nuclear weapons. I would use these to add a CO2 based atmosphere into Mars and the Moon, heating them up.
