I place 250 fusion bombs deep in the ice around the world, and then detonate them to reheat the oceans. They are high-yield, so radiation will be minimal. I also begin the first stages of the construction of Project Sunshine in orbit (my giant sun mirror) and reflect the light at my country to help with crop growth and better weather. Once the project is complete, (I'm planning on dozens of giant mirrors) we can point them at all of our countries, if you guys help with funding and research.

We should all focus on space-based tech, so we can redirect a small ammonia-rich asteroid into the South Pole to cause the greenhouse effect to start heating up the Earth again. Burning fossil fuels will also help.
