    @SB a group of mysterious soldiers appear at the city occupied by rebels, the soldiers have artillery, a lot of artillery, like ALL OF IT. They use the artillery to explode the rebels, and a few civilians (not on purpose).

    Long, are they sail powered fleets? btw, you could probably upgrade your current fleets to use oil. It would just halve the ammount of income you get from oil. btw, you can only build 1 fleet / turn.
