Uhh, you don't own a tech vault on caeyr, you could steal one from someone else though.

I send several ships to the northernmost tech vault on Caeyr. A colony is established there, and tall stone walls are built around it. A thousand soldiers defend it from luddite attacks.

@Long word comes to you of the sieging of one of your forts by luddites! A massive force of them attacked with trebuchets and other medieval equipment, your soldiers stood no match! They then razed the fort and disappeared into the jungle to the south.
