Added forts, I expect that people will use them as permanent foward operating bases on caeyr. @Long I switched your 1 city on caeyr to a fort, since that's kinda what it was previosly, yes? @SB I slightly moved a border of your's with a city state so that their population sign could be more easily read. I hope you don't mind.
