Well, I guess you could use stealth to steal the techs, but it would be a lot slower (a tech every 2 days opposed to the normal a tech every day) and it would not be a high chance of succesds.

I use my level 100 Speech skill to persuade one of the luddites to allow me access to a nearby tech vault.
