  Even then, you could use heavy stones as weights instead of metal.

  A diving bell doesn't need steel. All it needs is a stiff shell. It's like an overturned cups that traps air underneath it. Steel or iron would only be needed if you wanted to really weight it down.

  I train troops in the caves. I also develop a diving bell to explore the deep water. I have my engineers start thinking of a way to make a more permanent underwater living environment.
