I think it's because the neutrons passing throught the soap (or deuterium) exerts pressure. Thsi causes the soap to start forming bubbles, due to rapid movement. That, or you've found a portal to Xen.

Soap has strange code that causes it to try to latch on to other elements(key word: try). not sure if any other elements have it as I hadn't looked at all of them yet

You know, just looking at the shear amount of code, the complexity of it, and how deeply engrained it is into the TPT engine, I'd say that SOAP is easily the most complicated element in TPT.
