Granted, they did say it's not form anything, but all I can think of is Citadel, part of the Sol System's military division in a series of books called Spinward Fringe. (p.s. the first book is free. look at randolphlalonde.blogspot.com) -

@TheNumberCrusher, I'd say it is from that, not that I know for sure, its just this looks quite a bit different from HL-2's Citadel.. -

The citadel is from Star Wars:The Clone Wars and is a huge separatist jail. -
