  The alliance basically makes ships, makes technology related to spaceships, and helps other people in the alliance. The main requirement is that you check here regularly and have made at least 1 spaceship. If you have a faction, you can make a base/s in the alliance sector, and the rest of the alliance will help you out if you are invaded or something.

  It is private to prevent people seeing prototype ships and technologies early. If someone sees a prototype before the finished version they are less likely to vote on the finished version.
