  How would it decompress? You still have a singularity, only that the gravity isn't strong enough to hold it together, but the strong force now has all the mass within it's range.

  Once too much mass it lost to Hawking radiation, the black hole matter will begin to decompress.

  If you could make it decay to that point (using some sort of nonexistent technology) wouldn't you get a particle with a mass much smaller than a black hole that is much safer to use (for sci-fi purposes) because the range of the strong force is so small.
