One was already sent to you shortly after you said you wanted one. You might need to allow the transport access to your location if you are in a planetary shield or something, but there will be no payments required.

Lots of people will sell them, but as a high ranking alliance member you can get one for free. It basically does an extremely high quality scan of your body, and can recreate it if you die (or are captured). Most thought enhancement devices can be set to update this scan so that you don't lose memories. Don't try to exploit it though. It will not work.
